Today, if you have an IPA IDA and on a trip around another country, you have any trouble, ask local policemen who belongs to the association. IPs from the world can take advantage of the hospitality of colleagues from Kalwaria Zebrzydowska, Kraków, Zakopane and Wadowice for free. The association attaches great importance to the exchange of professional experience between policemen from different countries. This happens in two ways - by training at the International Training and Training Center (IBZ) at the castle in Gimborn (Germany), owned by IPA, and by the programs of international exchange of policemen: Young Police Office and Placement Program.

What before IPA? Training activity is one of the priorities of the Association for the future. The activities of the Polish section of the IPA section are nicely included in this trend. Our policemen - as part of the Placement program - had internships in German police, including In: Ulm, Bensheim, Siegen Wittgenstein. Interview with Arkadiusz Skrzypczak, president of the Section of the Polish International Police Association (IPA)

When did you decide to join IPA?- I signed up in 1995. The impulse was the experience of the UN peacekeeping mission in Serbian Krajin, where I worked with policemen from many countries of the world.When I returned to Poland, our national section already existed.I decided to join.

I found various data on the number of the association.Once it was 322,000, other times 413 thousand.members ... - this number is quite fluid.IPA includes national sections from 64 countries.Every year, a new one arrives, which for two years is first an association section.Waiting to meet certain requirements and become a full member.Poland was in the Association in the Danish and French sections and their members introduced us to the international community.Currently, there are about 500 thousand in IPA.This is the largest police association in the world.There are about 9.5 thousand in Polandmembers.This is also a liquid number.The state is always calculated on December 31 on the basis of paid contributions.Some pay only after the new year and hence these discrepancies.

Policemen, border guard officers as well as pensioners of these services may belong to the Polish section of the IPA.Is there a planned change in the formula of belonging to the Association? - representatives of many public order services want to join our structures.Access was reported by the Municipal Police, Road Transport Inspection, and military gendarmerie.However, the Congress of Delegates, as the highest power of our association, decided that we remain with these two formations.We have a pilot program, run by the Silesian Voivodship Group for public order services.It consists in the fact that members of these services can participate in our activities, but do not have full membership rights like police and border guards.

Do you not think that the number of 9.5 thousand Polish IPA members in the ranking only with policemen, of which there are about 100,000, is not very impressive? - the truth is that IPA is getting old in the world. The outflow of members and the lack of interest among young policemen is a problem of all national sections. To attract young policemen, you need to offer them programs attractive to them. For several years, when we signed an agreement with the Chief Police Commander, our members have the opportunity to go to service internships as part of Placement Program to the USA, Ireland, England and Germany. These are two -week business trips, during which our officers look at how their colleagues work in a given country. They will become familiar with their specificity of service. This is subject to service delegations. In addition, this year we sent two representatives - one of the police and one of the border guards - at the 2nd World Seminary for young policemen to Australia. In turn, two young officers went to Italy for the 9th International Friendship Week. Each year, our members participate in seminars at IBZ Gimborn. We try to meet the needs of the police. In agreement with provincial commanders, we send young, promising officers abroad. When leaving, they represent not only themselves, but also our country and formation.

Do such ventures go in the era of crisis? - international cooperation is expensive, but it causes young policemen to broaden their knowledge, horizons and develop professionally. In addition to exchanging knowledge and professional experience, these less formal, often private contacts, which allow officers of different countries to spend time together. Thanks to them, you just learn the customs and traditions of other countries. Often, these direct relationships translate into specific actions in the individual dimension, helping each other in difficult life situations. In addition, it is very important for us that our members can realize their interests, hobby, and spend their free time with their families, taking part in family picnics, sports events, collector exhibitions or motorcycle rallies. Of course, organizing these projects is associated with a specific budget and expenses, however, we manage to implement them thanks to 1 % revenues. from tax on OPP, membership fees, advertising revenues and support by supporters and kind people.

I get the impression that the problem lies in reaching the policemen with this information. - Thanks to the courtesy of the service side, we have our subpage on the server of the Police Headquarters.By the way, we are now looking for a volunteer who would translate this page into English.This is a time -consuming occupation, but we do not want to engage an external company so as not to generate costs.If I am to choose between sending someone for training and translating the website, I choose an internship for young people.In addition, in the organizational units of the Police and the Border Guard, we hung up posters inviting us to join our ranks. We have our publishing house "Wiadomości Polska IPA", appearing in the circulation of 9,200 copies, which we distort to all Police and Border Guard units.Now we are talking in an even larger magazine that young policemen read.

Maybe you would have to interest police schools more? - lecturers inform about IPA at the Police School in Katowice.The same happens at the Police School in Słupsk and CSP in Legionowo.My silent dream is to devote an hour to IPA at primary courses, in this initial phase, where there are general -Polish topics.On the occasion of the 20th anniversary of the Polish section, which we celebrated last year, we prepared a documentary film that could be helpful in such classes.In Germany or Austria, knowledge about IPA is passed on basic courses and therefore 97 percent belong to the association.officers.The Norwegians introduced a pilot program - at basic courses they invite everyone to the association and do not charge membership fees from young policemen for the first year.

Last year, at the 20th World Congress of IPA in Israel, you were elected to the authorities.Do you intend to run this year in elections to the Polish Section? - in the international field I operate in a professional commission, includingorganization of training programs, such as the already mentioned Placement Program or Young Police Officer Program, and thus education in the police around the world. If it is about the Congress of Delegates of the Polish Section, which will take place on October 25-27, 2013 in Zamość, unfortunately notI can already run for the president of the Polish section of IPA.You can only be the president of two terms and the latter in October this year.comes to an end.However, I will always serve my advice, experience and help for the newly elected authorities of the Polish IPA section.
