Caracale: from the history of Polish military national psychiatry

The Ministry of Defense has announced a tender for the selection of a universal helicopter for the Polish army. The tender was preceded by a long phase of discussions, analyzes of the anticipated needs and methods of using the new helicopter; technical and operational parameters, and the expected impact of improving the quality of the armed forces and the Polish economy, through the supplier's investments in Polish enterprises, access to patent rights and know-how. Soldiers of various types of armed forces discussed with each other, then with analysts, those with researchers, and all - with ministers and politicians.

After a few years, the essential terms of the contract were formulated, and the tender was announced. After long proceedings, the European Airbus won with the Caracal helicopter offered. After Caracal's victory, numerous tests were carried out with him to verify the quality of the offer: technical, endurance, flight and task tests. The results were considered very good, in many parameters the helicopter clearly exceeded the offer data.

All this happened under the rule of the Civic Platform and PSL.

Even before the elections, PiS announced that it was a fatal decision, it does not accept it and will do everything to get the caracals rejected.

In the background:

screams of unions from helicopter plants in Poland, belonging to Airbus competitors in the tender (they dropped out): Lockheed-Martin (USA, Black Hawk helicopter), and Leonardo (Italian-British helicopter AW-149): the helicopters must be entirely made in our plants ! After PiS took power, final negotiations with Airbus continued.

Macierewicz: Negotiations have expired.

Airbus: Negotiations have been broken. A unilateral decision of the PiS government.

Macierewicz and Szydło: Our expectations, good for the Polish economy and for Airbus, have not been met.

Airbus: All expectations of the Polish side, formulated in the tender, were met and even exceeded.

Szydło: We do not want Poland to be a country of warehouses (instead of factories of final production).

Morawiecki: We don't want an assembly plant!

Facts:

The plants in Mielec produce only "bare" black hawks, devoid of equipment and systems. They are commonly referred to as "biedahołki". From Mielec they go to the USA, are equipped and configured for the customer, and from there they go to the recipients. The plants in Poland have nothing to do with it.

Macierewicz and Szydło (in Łódź, in helicopter repair plants, against the background of the Soviet Mi-24 attack helicopter, used by Poland): The helicopters must be manufactured in Poland (entirely), by Polish plants, Polish workers, serve the Polish economy (and raise the quality of Polish innovation and ensure having the latest global know-how).

Airbus: This is what we proposed from the beginning of the tender. Including the transfer of patent rights, know-how, full access to the source codes of the equipment, along with the right to modify them, consent to the independent export of helicopters manufactured in Poland and the production of helicopters, up to full completion, in Poland, in addition owned by Polish Of the State Treasury, the aviation plant in Łódź, which we will expand, will create a research and scientific center. "Airbus Helicopters would be the first and only helicopter company to take into account the Polish government's ambitions to develop state-owned helicopter production capacity."

Macierewicz: This year also the first helicopters will be delivered. This is a combination, along with the most modern American technology, implemented by Polish engineers, providing synergy that allows you to feel safe. I hope that the Polish industry and technology will develop.

Facts:

Americans never donate advanced technical solutions. They keep their achievements and secrets very diligently. In the Polish F-16, if any equipment, aggregate, system requires inspection or repair, it is fully exported to the USA and from there it returns to Poland.

Tomasz Siemoniak (Minister of Defense under the government of the Civic Platform, i.e. from the time of formulating the requirements for new helicopters and conducting the tender): This is one big act - a situation in which producers and trade unions dictate what the Ministry of Defense buys. We will demand explanations in the defense committee - who, when and what talks about caracala, were there any arrangements, on what basis, because it really brings us closer to the standard of countries that do not buy what they want, what their strength needs armed, only what the producers have in stock.

Macierewicz: There will be no caracali, the French have behaved badly, there will be other helicopters. We will not act in favor of another country and a foreign producer. Always and exclusively, we work for Poland.

Airbus: Negotiations were conducted by the new government in bad faith from the outset.

Macierewicz (in Lublin): For the first time in 70 years, we will be able to say that we are safe.

Facts (in the heads of the party-government nave): Russia is threatening us more and more.

Gen. Koziej (former deputy minister of national defense in the government of Kaczyński (sic!) And former head of the National Security Bureau): Without new helicopters, the Polish army will lose operational capabilities from month to month. Poland has abandoned the unified helicopter platform. It is a chaos of various things done for the public - their own, and not something done for the - demonstrated - strategic need to defend the state. It is a huge risk to discourage European allies in particular. Poland cannot afford to rely on a unilateral, albeit valuable, ally. The USA has global interests and for the sake of, for example, Asia, they can let go of their involvement in Europe.

Macierewicz: "Caracals are not rising very well".

Mariusz Cielma, military aviation expert, New Military Technique: Caracals in most parameters are superior to black hawks, have much greater transport possibilities, versatility, and the military praise them for a large reserve of power, ensuring safety. Black hawks will not replace caracala.

Szydło: We want to re-industrialize the country. Świdnik and Mielec used to be Polish plants. As a result of the transformation, our predecessors unfortunately continued this sell-off policy of the Polish economy. We will do exactly the opposite.

Facts:

The Aviation Works in Mielec were sold in 2007, under the rule of Kaczyński. Americans took 100 percent. shares.

The Ministry of Development (which conducted the offset talks): "Poland recognizes that the negotiations of the offset agreement have been completed" regarding the caracala. The contractor did not present an offer "that would adequately protect the economic interest and security of the Polish state".

Macierewicz: The Polish army needs helicopters and therefore the government will strive "to solve this problem as soon as possible from the point of view of the needs of the Polish army and the Polish defense industry", as well as to "conclude agreements that will allow the Polish army to be equipped with the necessary multi-role helicopters as soon as possible and so that the Polish industry can use new technologies ”.

Facts:

American black hawks are produced in Mielec ("bare") in minimal quantities, and the production is contracted by the customer. There are no "ready" helicopters waiting in the warehouse for a non-existent customer. The production capacity of the bare helicopter factory is adapted to the production scale. Too small for Polish needs.

The deputy defense minister stabs the French with a fork in the eye: They learned to eat with a fork from the Poles.

(As events unfolded, it would turn out after a few days that it was a fork-shaped trisubus blow.)

Prof. Góralczyk, diplomat: Such a statement should never be made.

Prof. Roman Kuźniar (from the Institute of International Relations of the University of Warsaw, former advisor to Komorowski): "One must be able to behave rationally and decently". Regarding this statement (of the deputy defense minister about fork and the French), we also did not get a reaction from his immediate superior, i.e. the minister of defense, but also from the head of the armed forces, Andrzej Duda. A president who is silent on this matter and who behaves absurdly, and who does not know the constitution, which imposes serious obligations on him in the field of security and defense. The contract with Airbus was to give Poland technology and participation in a large European consortium for the first time in history. And as you know, Americans don't sell technology. What else have we lost? We will learn this quickly from the French, who will certainly reveal the details of the broken contract.

This is what we quickly began to find out. This is only the beginning.

The French president cancels his visit to Poland, Airbus is outraged, and in French media it is boiling.

Airbus Group CEO Tom Enders: The company will demand compensation for the Polish government breaking negotiations on the purchase of 50 Caracal helicopters. Airbus had the impression that "for months it had been deceived by the present Polish government." We have never been treated as treated by a client's government as we have been treated by that government.

Airbus, on October 11, 2016, issues an official one, signed by Airbus Helicopters President Guillaume Faury.

An open letter to the Prime Minister of the Republic of Poland. Warsaw. We read in it, among others:

* We are convinced that the Poles and the Armed Forces of the Republic of Poland deserve full knowledge of the tendering process in which Airbus Helicopters and the Airbus Group have been fully involved over the past four years.

* The decision to break the offset negotiations was made unilaterally by the Polish Ministry of Development on October 4, 2016. The justification of the decision stated that Airbus Helicopters' offset proposal allegedly did not secure Poland's basic security interest.

* In April 2015, Poland chose the Airbus Helicopters offer in connection with the modernization of its multi-role helicopter fleet. The offer included both the delivery of H225M Caracal helicopters and the related offset offer (in the field of industrial cooperation in Poland). The offer of Airbus Helicopters was selected as the only one that fully complies with the stringent requirements of the Ministry of National Defense and took into account the transfer of advanced technologies deemed necessary to protect Poland's essential security interests.

* Airbus Helicopters strongly denies the allegations that it was negotiating in bad faith.

* The value of our offset offer would generate greater economic benefits in Poland than the revenues that would accrue to Airbus Helicopters under the helicopter supply contract.

* Airbus Group's ambition was to create 6,000 jobs in Poland, of which the Airbus Helicopters program would lead to the creation of 3,800 jobs, including 1,250 directly, mainly in Łódź, Radom and Dęblin.

* The Ministry of Development requires compensation through offset not only of the net delivery price, but also of an additional 23 percent. corresponding to the amount of Polish VAT that would remain in Poland, which led to a total offset of PLN 13.4 billion.

* Although offsetting VAT is not standard practice, Airbus Helicopters has agreed to offsets up to the gross value of the supply contract.

* Airbus Helicopters' offer included, inter alia, 45 technology transfer requirements specified by the Ministry of National Defense and the Ministry of Development in the proceedings as serving to protect the basic strategic security interests of the Polish State.

* Our offset offer would ensure at least 30 years of operation for Polish state-owned companies as part of many industrial projects ensuring protection of the basic interests of state security.

* In its offer, Airbus Helicopters agreed to establish, together with WZL-1, the only state-owned helicopter production plant in Poland, in which Poland would have 90 percent. shares.

* Airbus Helicopters has offered an H225M Caracal production line identical to the existing plant in France. This would allow the production of helicopters for both the domestic and export markets. The plant would have development potential with a view to producing other types of helicopters in the future. Our offer included an obligation to deliver helicopters produced by WZL-1 for export. Comparing this project to a "paint shop" completely misleads the public.

* Part of our offer was the production of at least 50 complete H225 helicopters in Poland. Taking into account the time needed to transfer technology to Poland and taking into account the urgent operational needs of the Polish Armed Forces, the first batch of helicopters would be assembled in France by Polish WZL-1 workers. This would ensure an appropriate transfer of skills, know-how and technology to Poland.

* Airbus Helicopters has presented to Poland a comprehensive offer securing the national security interest, in accordance with the offset regulations.

* In addition to the Caracal helicopter production line that would be established in Łódź, Airbus Helicopters offered Poland to build an additional new production facility that would produce complex rotor and gear components for the full range of Airbus Helicopters' current and future products. Initially, this investment would amount to PLN 370 million. For 10 years, it would generate a turnover of PLN 1.7 billion, and in the following years, the annual turnover would exceed PLN 200 million. This impressive project from the offset offer was rejected by the Ministry of Development.

* In August 2016, the Ministry of Development introduced new requirements. Airbus Helicopters confirmed that some of these projects could not be included in the offer, in particular due to non-compliance with European Union regulations in force in the tender.

Facts:

To date, the Polish government has not officially responded, precisely, point by point, to the letter from Airbus, formulated at the highest level. It is, in fact, a letter backed by France and other Airbus shareholders: Germany, Britain, Spain, Italy. So, the main states of the Union and NATO in Europe.

Airbus is a global giant in the field of aviation, space and armaments. The group's annual revenue is over $ 64 billion (2014). Employment - over 133 thousand people (2013).

Poland had the opportunity to be the next of the largest partners / shareholders of Airbus.

In the meantime, Macierewicz announced two things that are based on the actual rejection of the concept of needs for new helicopters developed over several years and their embedding in the Polish economy, without developing any new concept invalidating the previous one:

* purchase of American black hawks - without a tender, as a free-hand purchase (which is - essentially - a violation of the law, unless it results from the absolute and documented extraordinary nature of an emergency).

* construction of Ukrainian-Polish helicopters - "Central European". By two countries that have almost no capacity or experience in the production of - necessarily - modern, large and universal, and equipped with the latest know-how, helicopters.

These Central European helicopters would, of course, have to compete on international markets with ... Airbus, Lockheed-Martin (ex Sikorsky) and Leonardo, as well as with other manufacturers: from Russia, China, Korea and a few more countries.

Macierewicz: It is known that Ukrainians have excellent engines, produced by Motor Sicz (plants from Zaporozhye, which for many years were a supplier of engines for helicopters produced in Russia).

Facts:

The Motor Sicz plant is a producer of engines for post-Soviet and partly Russian helicopters. Due to the well-known, deep crisis, Russia is rapidly expanding the production capacity of its own engine plants, with engines previously purchased from Motor-Sicz plants. Soon it will not need Ukrainian engines.

Patent rights, technical documentation, research and development achievements and engineering staff are in Russia, and the best specialists working in Ukraine so far are just moving to Russia. And at the Motor-Sicz plant, there is Russia's intelligence service. This is what the supposed production of a Central European Cossack-Hussar helicopter will look like: under the control of Russia.

Poland buys American planes for VIPs, the state-owned LOT Polish Airlines once again rejects Airbuses and chooses Boeing, we have American F-16s, we will buy American Patriot missiles, American maneuvering missiles, American drones. Probably also American attack helicopters. All American. Despite the fact that other countries, including European NATO countries, have - as can be seen from the European Airbus - no worse or even significantly better equipment and better offers.

Macierewicz (defense minister - sic!) Stated that he "knows for sure" that Russia bought - for 1 dollar each - Mistral landing ships, which France was originally supposed to sell to Russia (worth, at the original purchase price from the French, for approx. million euros per piece), but withdrew from sale (largely due to Poland's requests: "because Russia is a threat"). He learned it from the media, of a troll nature. When Russia ridiculed Macierewicz's revelations, and France declared that it had not granted Egypt the right to re-export ships, Macierewicz demanded from Russia a statement that it would not and will never buy. Because "Poland must have absolute certainty." Thus, Macierewicz stated that Poland did not have intelligence (because he had smashed it earlier), so the Ministry of Defense is currently reading troll portals on the Internet, and in order to find out something, it must publicly ask its (presumed) opponent for information. And for those statements that she absolutely does not trust, she must absolutely trust.

EU countries, European NATO countries, will now think three times: why do we need cooperation with Poland, if Poland is a source of dishonesty, disloyalty, offense and trouble? The conclusions cannot be far from the conclusion: let her deal with the tensions she causes on her own and take care of her own affairs with Russia.

Wise people say: do not look for friends far away, and enemies near. Poland has the opposite. Therefore, Russia is the real guarantor of Poland's security. Unless Poland, with its own hands, will not crash itself.
