President of Tychy: We are investing and waiting for new EU subsidies

Reminds you that the city's operating surplus has clearly decreased in recent years. In 2018, it amounted to PLN 100 million in Tychy, and PLN 11 million planned for 2022.

– This is the result of a greater growth dynamics of current expenditure over current income, resulting from, among others, from "Polish Order" and the continuous above-average increase in current expenditure. This is a disturbing phenomenon as it is the level of operating surplus that determines the investment potential of the local government and the ability of the local government to settle liabilities resulting from loans and credits. expenses (in Tychy it is as much as 42 percent.) of funds allocated to education and upbringing. Next year, the city will allocate PLN 325 million for them, i.e. PLN 15 million more than in the current year. And this amount does not include, for example, renovations educational institutions, explains the president.

The state gives too little

He emphasizes that the increase in expenditure is higher than the increase in funds received from the state budget, and the difference between the two values ​​is constantly widening. The city's total subsidy for the functioning of education has increased over the last 5 years from PLN 78 million in 2018 to PLN 133 million in 2022. The educational subsidy and subsidies from the state budget do not even cover the cost of teachers' salaries.

- We have to watch every zloty not twice, but three times, and the implementation of some investments must be postponed in time, although we are aware that these are important projects for the residents. There is one more important problem. Currently, we are still implementing projects for which we have received funding from the European Union, e.g. ITS, construction of a transfer center or modernization of lighting in the city. In 2022, these funds amount to PLN 90 million. But let's remember that these are funds from the ending financial perspective for 2014-2020. The distribution of funds from the new perspective for 2021-2027 can be expected in 2022 at the earliest, after the EU institutions approve the National Reconstruction Plan and after the first competitions are announced and settled by regional co-financing institutions. When the funds will go to local governments - it is not known - says Andrzej Dziuba.

The most important investments in Tychy in 2022

Continuation of the Intelligent Traffic Management and Control System project. The implementation of this investment began in 2021, and the planned completion date is 30 June 2022. In total, nearly 40 intersections in the city will be reconstructed as part of ITS. Thanks to the system, communication is to work better and more punctually, and drivers are to move around the city more smoothly. The heart of the entire system will be the Traffic Control Center (CSR) located in the premises of the city stadium. Its construction has already been completed. It is there that current traffic information will be collected, and there will also be the main center for monitoring traffic through a camera system. As part of the system, the streets will include, among others: weather monitoring stations, pollution and noise measurement stations, as well as boards informing about the availability of parking spaces. The whole will be complemented by information boards at stops and devices enabling automatic counting of passengers in buses.

The total cost of the task is over PLN 124 million, of which almost PLN 98 million comes from EU funding from the European Regional Development Fund and funds from the Government Local Investment Fund.

Construction of a transfer center at the intersection of Wyszyńskiego and Edukacja streets. The implementation of the task began in 2021. A multi-storey car park is being built at the Regional Hospital, park & ride with 117 parking spaces for passenger cars, 48 ​​spaces for bicycles and 22 for motorcycles. As part of the task, existing pedestrian routes will be reconstructed, new sidewalks and bicycle paths with a total length of 675 m will be built, and two bus shelters on both sides of ul. Wyszynski. The total value of the task is PLN 14.9 million, of which PLN 11.5 million comes from the European Regional Development Fund. The planned completion date of the task is June 2022.

Reconstruction of two road viaducts along the national road no. 44. Currently, the concept of this investment is being developed. The viaducts are located on DK44, one of the city's main thoroughfares, connecting Tychy with Mikołów and Gliwice. Both are in poor technical condition and require general renovation. As part of the investment, old buildings will be demolished, roadways and pedestrian and bicycle routes will be reconstructed. The estimated cost of the entire investment is PLN 50 million. The city of Tychy received PLN 47.5 million in funding from the Strategic Investments Program for this purpose.

Construction of a water sports marina at Lake Paprocańskie. The new, designed from scratch, marina will replace the existing facilities used by sailing clubs. Therefore, the work was preceded by consultations with representatives of these clubs. Its construction is to complete the development of the eastern shore of Lake Paprocańskie. The project was carried out by RS+ Robert Skitek.

Construction of a water playground in Jaworek park. 20 multicolored devices of various forms and shapes will be placed on 400 square meters. The basin of the water square will be surrounded by a bench to sit on and a wooden terrace. A bridge in a reinforced concrete structure will be hung over the basin, which is to be used to pass between the southern and northern part of the area and as a place to observe children playing. The bridge will connect to the park alleys. The surrounding area will also be landscaped. Showers, changing rooms and an automatic public toilet were also designed. Nearby, there will be stands for bicycles, rubbish bins, lighting will also be installed. The project also provides for the replanting of existing trees and new plantings in the form of e.g. trees in standard and multi-stem form, shrubs, perennials, climbers. The cost of the investment is PLN 6.5 million. The project was carried out by RS+ Robert Skitek.

Expansion of the Rehabilitation, Education and Care Center at al. independence. The investment involves the addition of a new one-story wing of the building with an area of ​​over 1,600 sq m. The new space will include, among others: doctor's offices, rehabilitation rooms, relaxation zone, hydrotherapy and cryotherapy rooms, training kitchen, workshop rooms and rooms technical and economic. There will also be a "respite" part for people who find themselves in an exceptional situation, e.g. during their stay in the hospital, they have no one to leave their adult disabled charges with. As part of the investment, the façade of the existing building will be renovated, and a walking path will be created in the garden of the resort. The cost of the investment is PLN 10.3 million.

Reconstruction and extension of the former school building at ul. Oświęcimska in Tychy for a multi-family residential building The project involves the construction of 30 municipal apartments with an average area of 59 square meters and 54 parking spaces. The building was designed taking into account modern, ecological technological solutions and facilities for the disabled. Project value: PLN 11.9 million. Amount of co-financing from the Government Local Investment Fund: PLN 8 million.
