Up to PLN 1 million penalty and up to 5 years in prison will threaten animal owners of foreign species who will not fulfill their duties and contribute to releasing them to the environment.This is the result of the act signed by the President of the Republic of Poland.

60 species of animals and plants were found on the list of foreign and invasive species.The new act prohibits M.in.bring them to Poland or reproduction.Breaking these prohibitions will be severely punished.The owners of such species will also have to fulfill the appropriate obligations towards animals.

- The regulations must be tightened, because getting into the environment of invasive species may be tragic, and people are often unaware and carefree in releasing animals - says Paweł Duklewski, spokesman for the Regional Directorate for Environmental Protection in Lublin.- The Act introduces a ban on the introduction of invasive foreign species into the environment and movement in the environment.Until now, there were no such direct regulations in Poland.It was very often difficult to say clearly what you could and could not do.At this point, the Regulation of the Council of Ministers indicating the list of invasive species to whom these provisions apply.A register will be entered, which will be kept by the Regional Directorate for Environmental Protection - a register of invasive foreign species in possession of private individuals.

- For over 20 years I have been dealing with the problem of biological invasion of foreign species - says Dr. Hab.Wojciech Solarz from the Institute of Nature Conservation of the Polish Academy of Sciences in Krakow.- restrictions on the possibility of bringing them to the country, possession, reproduction, offering for sale will be introduced.They cannot be detained without the permission of the Regional Director of Environmental Protection.However, in relation to individuals of such species that are already in the environment, it is imposed an obligation to inform about statements of such species in the natural environment, so that the appropriate steps can be taken.

- The introduction of additional plants or animals causes a number of pathogens with them - says Dr. Inż.Damian Zieliński from the Department of Animal Ethology and Hunting of the University of Life Sciences in Lublin.- These are parasites, various viruses.The problem of animal efficiency or even reproductive capacity is a very important matter, and an example is marble cancer, which reproduces through girls.One individual who is a female and we really have a powerful invasion in the area, because the female begins to lay eggs without the participation of the male, from which hundreds of more crayfish hatch.Such animals take habitats for our native species - this is how M.in.with decorative turtles that go to the natural conditions from the breeding.

- In addition, these species can be stored only with the use of continuous supervision systems - emphasizes Paweł Duklewski.- A person who wants to keep a representative of such a species must develop an emergency plan in the event of an escape of such a pet.Continuous supervision systems are different - for example, chipping, cameras monitoring the place of such an animal, protected from escaping a container.

- Chipping is a good solution, while we can only chip vertebral animals - says Dr. Inż.Damian Zieliński.- the issue of invertebrates is a separate plot due to their small size.These animals periodically drop their outer layer of the skin.Any mark, together with old skin, will lie somewhere in the grass.Chip must be introduced under the skin by a veterinarian.The regulations indicate that it is to be an animal with a specific body weight, age, degree, development.

- A solution is being developed, which is called the "Central Register", in which all available information on both issued permits for bringing or having individuals of these species, as well as information about their occurrence in nature in our country is to be found..There will also be news about illegal cases of bringing these species to the country.Thanks to this, you will be able to monitor further spreading of species such as fish, crustaceans or mussels - says Dr. Hab.Wojciech Solarz.

The Act on foreign species complements the EU provisions contained in the Regulation on preventive and remedial activities in relation to the introduction and spread of invasive foreign species.Will enter into force after 3 months from the date of announcement.
