National Space Program and Polish Space Strategy - what is the Polish Space Agency planned?

Polish space strategy

The overriding document in relation to the Polish Space Program adopted for subsequent years is the Polish space strategy, i.e. the collection of the main government goals in relation to the use of space. The content of the Polish space strategy was adopted in resolution No..6 of the Council of Ministers of January 26, 2017.on the adoption of the Polish space strategy. The Ministry of Development, Labor and Technology is the ministry responsible for the implementation of this strategy.

This document was distinguished by M.in.The following statement:

Polish space strategy indicates the development directions of the Polish space sector until 2030.The document is distinguished by three strategic goals and five specific goals, which are referred to as "intervention directions".

Detailed goals until 2030:

As you can see above, the main goals of the Polish space strategy circulate around satellite technology. Both in terms of its use in state administration and development, also in cooperation with the European Space Agency. It can also be seen that the rulers in our country are aware that Poland is still at the beginning of the path to any significant position in the space sector.Hence, for the purposes of "creating conditions for development" and "increase in competitiveness".

What's the result so far?As Tomasz Noga from the Association of Polish Professionals of the Space Sector informs us:

The full assessment of the implementation of the indicators of the Polish space strategy is on the PSPA website and is not optimistic.

We would like to remind you that the Polish Space Agency is still looking for areas where Poland could mean much more in the space sector. In 2019.We wrote about plans for Poland's involvement in a cosmic scrap removal program from the Earth orbit. It is a branch that can bring multi -billion revenues.

The Polish space industry does not stop there. We have prepared for you a separate article in which we presented several companies from the space sector that are fighting for competitiveness in global terms.

However, the entire space strategy plan for Poland is a document of a nature - as the name suggests - strategic, and thus contains general assumptions. These were to be implemented in turn under the National Space Program, the content of which is determined for the following years.Currently, the national space program for 2019-2021 was to apply, but in practice never accepted for implementation.Another one is already being prepared - for 2022-2026.

What goals, plans and assumptions can be found in both of these documents? We check.

National Space Program for 2019-2021

This document was developed by the Polish Space Agency in close cooperation with scientific and industrial entities and the administrative environment of the national space industry.Consists of 54 projects, for which a total budget of PLN 248.5 million was to be allocated.Unfortunately, the national space program, although proposed, has never entered the implementation.

The entire document has been divided into eight large categories, grouping individual projects:

Here were the five largest projects, which the Polish Space Agency, together with the partners, is to deal with the end of 2021.Among them you can find M.in.long -awaited tests of technology and rocket systems for space rocket, which would fly to a height of 100 km.

In addition, "large projects" are also cooperation with the EU SST consortium in order to establish, develop and operate the national situational awareness system in space (SSA), as well as support for the scientific mission, program of ordered projects and general support for infrastructure development in Poland.

As we read in the Polsa project "Downstream services related to the processing of satellite imaging generate most of the revolutions and gains of the space sector".For this reason, "Polish entities should see their development opportunities in them".

In this field, it is important to understand the needs of M..in.state administration in the area of use of tools and services related to satellite imaging.Polsa forecasts that such systems can work, for example.when monitoring the sea environment off the coast of our country.

This part of the plan assumes the purpose of the budget for the support of projects that will increase Poland's innovation in two areas of the space sector. It is both about the already mentioned downstream, but also upstream, and thus technologies related to carrying facilities into space. There is also a loan program for space sector entities.

Financial support for entities performing tasks under international agreements, including the assistance of Polish entities in applying for contracts under existing structures. It is mainly about joining Poland to new programs, as well as support for Polish entities in international structures, by increasing their visibility and competitiveness.

Increasing awareness with the space sector at every stage of teaching, including student support, or recommendations of changes in the core curriculum for the Ministry of National Education. It is also the organization and financing of many competitions, addressed to students at different levels of education.

Promoting products and services from the space sector, which are the work of Polish entities. The goal is primarily to create a general framework of the promotion project, as well as to create a functional system for dividing the budget for individual purposes in this framework.

Promotional activities include M.in.Organization for, debates, but also the creation of a portfolio of all Polish services and applications in the area of satellite techniques.

There were two complementary projects here, which were described as follows:

Their budget for 2019-2021 was scheduled for PLN 2 million.

National Space Program for 2021-2026

July 26, 2021.was published and directed for social pre-consultations a project of the National Space Program for 2021-2026.Unlike the previous one, covering only three years, the new project assumes action in a five -year mode. This document was created in cooperation with the Ministry of Development, Labor and Technology with Polsa and the Ministry of Science and Education, the Ministry of National Defense, the Space Research Center of the Polish Academy of Sciences, the Association of Space Sector Employers, the Association of Polish Professionals of the Space Sector and representatives of the Polish Space Industry.

The published project of the National Space Program specifies four implementation priorities:

This applies to both the independent construction of small satellites and the production of components for large international missions. To this end, it will be necessary to support scientific research, staff development and space technologies, as well as the creation of new enterprises.

The planned system assumes the division into two segments - space (satellites) and ground (mission control station). Its purpose will be to ensure autonomous ability to provide high -resolution satellite imaginations for users related to the security and defense sector of state and to meet the needs of public administration in this respect. This is strongly associated with the goals achieved as part of the project for 2019-2021.

Currently, Poland has access to satellite data from the Copernicus EU satellite system. These data are used for scientific, economic, administrative and defensive purposes, but all this is done - as Polsa herself admits - to a small extent.

It is necessary for the implementation of the Polish space strategy to ensure the possibility of using data from the Polish constellation microglob and commercial satellites.Integration of the existing and development of the new infrastructure, serving, processing and sharing data and observation of land observation, is to enable the scope of available products and services, made available both publicly and commercially.

The resulting system is planned for use to warn against threats from space objects, including M..in.decline to the ground of the remains of spacecraft or heavenly bodies. The system can also monitor rapid increases in sun activity.

Currently, the National Space Safety System consists of ground sensors observing the sky, owned by various entities. The Polish Space Agency collects this data and shares them with other members of the EU SST EU consortium.

Will the new national space program be implemented? It remains to wait for the development of the situation.
