Local government vlog: The mayor boasts about the investment and accuses the councilors of being slow in the Akacjowa case

An extremely busy beginning of the year for the mayor of Mosina, Przemysław Mieloch. On January 4, another Self-Government Vlog was published, in which he provides two pieces of information, as he himself emphasizes - one good, the other bad.

The first one concerns Lema Street, where its construction has started, and the final works are planned for the middle of this year. The entire investment related to hardening, creating sidewalks, bicycle paths and parking spaces for trucks will amount to over PLN 8 million, half of which is obtained funding. This road is to become the main communication route for the residents of the estate and to ensure the safety of children walking this route to Primary School No. 2.

The second issue raised concerns Akacjowa Street in Mosina. - As part of the work on the budget for 2022, I submitted a self-amendment so that Akacjowa Street, as well as a number of other streets, were included in the budget, so that they could be built with co-financing from the Polish Deal - the mayor explains in Vlog. - Councilors of the City Council did not accept this self-amendment and did not pass the construction of Akacjowa Street. (...) I must admit that I do not understand such conduct - he adds.

During the session of the city council on December 29, the councilors unanimously voted to hand over the petition of the residents of Akacjowa Street to the mayor. As the residents argue in the petition, “0, we motivate our request by frequent flooding of houses and garages during heavy downpours that took place in spring and autumn. It should be noted that the neighboring streets are already done, the problem was with the building permit for Akacjowa Street and hence the delay ”. As residents write, the consent for the expansion of Akacjowa, Grabowa and Jodłowa streets was issued on June 15, 2021 and is to cover their hardening along with drainage and the construction of a teletechnical sewage system. The processing of Akacjowa Street took an exceptionally long time due to the non-standard width of the road.

The mayor submitted four self-amendments regarding the inclusion of road renovation in the budget (Akacjowa, Gruszkowa, Matejki in Mosina and Tylna in Krosno) with the same justification - the proposed amounts were the required 5% own contribution to qualify them for implementation under the Polish Deal. According to the councilors, the self-amendments did not appear until December 23, and 6 days later they were to be approved by the council. - We did not accept them because we wanted to discuss the topic in January, and applications for the Polish Deal can be submitted until February 15. The fact that they were rejected during the December voting absolutely does not preclude their implementation in the coming year, and the decision to submit the petition to the mayor is only a formal act - the councilors pay attention.

Tylna Street in Krosno has been included in the mayor's self-amendments, although no building permit has been issued yet, which was supposed to appear last year. The mayor's proposals did not include Olchowa Street, whose residents submitted a petition to the mayor in July 2020 and received a written assurance that "given the limited financial resources in the 2021 budget, the execution of project documentation along with obtaining an administrative decision enabling the implementation of construction works including the execution of Olchowa Street in Mosina will be submitted as a proposal for the draft budget for 2022 ”.

The mayor, but the councilors, did not introduce the development of technical documentation for Olchowa and Jarzynowa into the budget for this year. - A very big problem in the commune is the lack of a road ranking according to which the streets would be paved, hence the impression that the proposals for their renovation are random - councilors tell us. They also add that they would like to complete the construction of streets in the vicinity of Leszczyńska and Torowa in the first place.

Whether the case of Akacjowa Street is lost, as the mayor suggests in the Vlog, or whether the councilors will look at it - we will probably inform you later this month.

UPDATE: In connection with the mayor's accusations against councilors, Jan Marciniak from the "OdNowa" Councilors' Club spoke on the matter, commenting on the mayor's vlog on the club's Facebook profile.

"The reason for the rejection of the mayor's self-amendment, incl. construction of ul. Akacjowa is extremely prosaic. However, it cannot be summarized in one sentence. So let's start with the draft budget.

The mayor presents it to the councilors by November 15 and he did so. From that day on, only councilors are debating the bill. This project did not include ul. Akacjowa. On December 7, the Budget and Finance Committee adopted its conclusions, as well as those submitted by councilors, other committees and the OdNowa club of councilors. On December 9, the position of the Commission and Budget lands on the Mayor's desk. On December 20, the Council receives a petition from the residents of ul. Akacjowa. In accordance with the legal opinion, the council should adopt a resolution to forward the petition to the Mayor. On December 23 (the day before Christmas), the councilors receive a multi-page letter from the Mayor in which he responded to the Commission's conclusions. He accepted some, others he did not, and at the same time sends several dozen self-amendments to the draft budget. For me and most councilors, such treatment by the mayor of the councilors' work was inappropriate. His self-amendments destroyed many days of work of councilors. Therefore, during the budget session on December 29, the vast majority of councilors rejected the self-amendments. Returning to the petition of the residents of ul. Akacjowa. The councilors introduced this point after the point at which the vote on the 2022 budget was to be and the petition was submitted to the mayor for consideration. Case ul. Akacjowa is not closed, on the contrary. We see the implementation of this street as part of funding. It will soon become clear what free funds we will have. In my opinion, they will be large, perhaps around 10 million. As requested by the council, the mayor will consider the petition and then pass his position to the councilors.
